# WhatsApp Business API pricing in 2026

Meta charges per delivered message, not per 24-hour conversation. That changed on 1 July 2025, and most articles still have it wrong. Replies to a customer inside the 24-hour service window are free; templates you send are billed by category and by the recipient's country.

Data checked: 12 October 2026

## TL;DR verdict

If a quote prices your WhatsApp bot per conversation, it was written before July 2025 and its numbers won't match your invoice. Ask for a per-message estimate split by template category, and check whether the author assumed your replies were billable. They aren't.

*WhatsApp Business API pricing in 2026*

| Message type | Billed? | The detail that matters |
| --- | --- | --- |
| Service (your reply to a customer) | Free | A customer message opens a 24-hour window; replies inside it cost nothing |
| Utility template | Per delivered message | Free when delivered inside an open service window; volume discounts apply |
| Marketing template | Per delivered message | Charged even inside the service window, and the most expensive category almost everywhere |
| Authentication template | Per delivered message | Volume discounts apply as you scale |
| Free entry point | Free | Everything you send for 72 hours, when the customer came from a click-to-WhatsApp ad or Page button and you replied within 24 hours |
| When you are charged | On delivery | Not on send, so undelivered messages are not billed |
| What sets the rate | Country and category | Rate cards are per recipient country; check yours before budgeting |

## Which we'd pick, scenario by scenario

- ### An inbound support bot
Customers message you, the bot answers inside the 24-hour window and the messaging cost is zero. The model is the only bill. This is the cheapest way to run WhatsApp, and almost nobody quotes it that way.
- ### Order and delivery updates
These are utility templates, billed per delivered message and free when they land inside an open service window. Timing them to follow a customer message instead of preceding one saves real money at volume.
- ### A promotional send
Marketing templates carry the highest rate and are charged even inside the 24-hour service window, so this is the one line worth modeling before you commit. Here, volume is a cost, not a vanity metric.
- ### Ads that click to WhatsApp
Reply within 24 hours of the customer's first message and everything you send for the next 72 hours is free, across all categories. This applies when the customer writes from the WhatsApp mobile app. If you run Meta ads, routing them into WhatsApp makes your response window free, which changes the math on lead follow-up.

This page exists because the internet is a year behind on WhatsApp pricing. Search for it and most results describe 24-hour conversation billing, which Meta replaced with per-message billing on 1 July 2025. Budgets built on the old model come out wrong in both directions: too high for support-led bots, which are largely free, and too low for anyone planning marketing sends.

Two details do most of the work in a real budget. First, you are charged on delivery, not on send, so failed sends never reach the bill. Second, the free 24-hour service window means an assistant that answers inbound messages costs almost nothing in messaging, which is why we push clients toward answering fast rather than broadcasting often. For Poland, Meta moved the country off the regional Central and Eastern Europe rate card onto standalone market rates on 1 July 2026, with lower marketing, utility and authentication rates than before. Rate cards are set per country and they change, so pull the current one for your markets before signing anything. The build side is covered in [the WhatsApp bot tutorial](/en/blog/whatsapp-bot-that-qualifies-leads-in-60-seconds/), and the model half of the bill in [how much an AI chatbot costs](/en/pricing/ai-chatbot-cost/).

## Frequently asked

### Is WhatsApp Business API billed per conversation or per message?

Per message, since 1 July 2025. The older per-conversation model, where a 24-hour window carried one charge, no longer applies, and articles that still describe it are out of date.

### Are replies to customers free on WhatsApp?

Yes. A customer message opens a 24-hour customer service window, and your service replies inside it are not charged. That makes an inbound support bot close to free on the messaging side.

### Which WhatsApp message category is most expensive?

Marketing, in almost every market, and it is charged even inside the 24-hour service window. Utility and authentication are cheaper and qualify for volume discounts as you scale.

### Did WhatsApp pricing change for Poland?

Yes. On 1 July 2026 Poland moved off the regional Central and Eastern Europe rate card to its own market rates, with lower marketing, utility and authentication pricing. Pull the current rate card before budgeting, since Meta revises the numbers periodically.

### Do I pay for messages that never arrive?

No. You are charged on delivery, not on send, so an undelivered message doesn't appear on the invoice.
